The Nevskoye Design Bureau in St Petersburg (Russia) reports that the Chinese have sought a deal for the design and construction supervision of a large conventional aircraft carrier and are actively negotiating for access to needed technologies. The Russians say that the Chinese have realized it would take years and several billion dollars to develop on their own what could be bought quickly and at a much lower cost from the Russian design bureau.--Stephen V Cole
