: The South African Development Community (14 nations in southern Africa, the largest of which is South Africa) is studying a draft for a regional defense pact. The pact is intended to stabilize the region and attract foreign investment and development. Provisions include: 

@ Members of the pact will act together in defense against outside aggression.

@ Every effort will be made to resolve all conflicts, internal and external, by peaceful means.

@ Conflicts between members will be subject to arbitration by the entire SADC, and that organization has the right to intervene if a dispute between any two members breaks out into war.

@ The SADC can intervene in an internal conflict inside any member if the stability of the entire region is threatened.--Stephen V Cole
