  Some 1.8 million Afghan refugees have returned in the last ten months. Most (1.5 million) from camps in Pakistan. Despite the efforts of relief agencies to support the returnees, there is either not enough food and other aid to go around, or the refugees wander off to somewhere the air people aren't. Many of the refugees are desperate, desperate enough to do anything for anybody who can pay. This has provided opportunities for warlords, Taliban and al Qaeda to hire needed manpower or refuge.
