While the UN disarmament program has already collected nearly 8,000 weapons from militiamen, the program appears to be failing. Many old, and often non-working, weapons are being turned in and some warlords are insisting that the disarming militiamen turn over some, or all, of the $200 UN payment. The dozens of local warlords do not want to give up their control over hundreds, or thousands, of armed men. With money to be made in the drug or smuggling business, men with guns are more needed than ever. Eventually, the central government will have to disarm these tens of thousands of gunmen, or live tolerate large areas of the country being controlled by the warlords.
