A report by Human Rights Watch said that the UN stood by and did nothing while the UNITA rebels exported diamonds and bought weapons in violation of the 1994 peace accords, which ultimately caused those accords to collapse. The UN admitted that it had detected the violations but insisted that it could not stop them as it had no power to enforce an arms embargo.--Stephen V Cole
