Leftist rebels have increasingly used landmines to protect their bases and terrorize civilians. In the early 1990s, landmine casualties were less than a hundred a year. Nearly all these were from mines planted around military bases, usually in remote parts of the country. But in 2003, 659 people (178  civilians and 461 soldiers) were hurt by mines.
