IAEA wants to inspect them all, but the Iranians are resisting. Russia has also agreed to demand that spent nuclear fuel be returned to Russia. Spent nuclear fuel can otherwise be converted to nuclear material for nuclear bombs. But Iran continues to defy the IAEA and is enriching nuclear material to provide fuel for a nuclear power plant, or nuclear cores for nuclear weapons. Iran insists it is not building nuclear weapons, but refuses to buy all its nuclear power plant fuel from Russia rather than processing it in Iran.
