Britain, having spent $1.1 billion policing the no-fly zones over Iraq, is considering a proposal to the US that the flights be stopped. The patrols have no discernable affect on Iraq's military power and have created bad publicity for the Iraqi casualties. Iraq has purposely put military targets, including anti-aircraft weapons, inside populated areas to insure civilian casualties. Britain also fears the bad publicity resulting from one of their aircraft being shot down and the pilot captured.
