Israeli tanks shelled a training center for Yasser Arafat's bodyguard. Arafat has twelve different military and security organizations under his control. This is a typical Middle East arrangement, where many different armed groups are maintained so that none of them will feel strong enough to overthrow the national leader. But several of Arafat's armed groups are active in attacking Israelis and gaining power at Arafat's expense. Israeli police discovered and defused a car bomb in an Israeli neighborhood in West Jerusalem.
