Prime Minister Shamir, despite demonstrations by settlers (his strongest supporters) has refused to step up operations against Palestinians. This despite the growing attacks by Palestinians. Israel's restraint is apparently deliberate and intended to shift world opinion away from the Palestinians and towards Israel. Palestinian leader Arafat is apparently  unable to arrest the militants in his territory without triggering a civil war. Nor can Arafat order the various radical Palestinian groups to stop their attacks. Arafat cannot even afford to have the organizations he does control stop their attacks, lest he be seen as "pro-Israeli" by the majority of Palestinians who back attacks on Israelis. In Lebanon, for the second time in two weeks, Hizbollah anti-aircraft guns fired on Israeli warplanes overflying Lebanon.
