Israel moved into six Palestinian towns in the West Bank and refuse to leave until the Palestinian Authority hands over the PFLP responsible for killing Minister of  Tourism  Rehavam Zeevi. The Palestinian Authority has outlawed the PFLP, but refuses to turn any of them over to the Israelis. Palestinian Authority leader Arafat also faces a popular backlash if he hands over any radicals to the Israelis.  Unfortunately, some of those radicals want Arafat dead and all of them refuse to deal with Israel and want Israel destroyed. Not the kind of atmosphere that encourages negotiation and compromise.
