The Palestinian Authority revealed that they had increased their income by 27 percent last year, simply by cracking down on corruption and other illegal activity (mainly smuggling.) For years, it's been an open secret that much of the foreign aid received by the Palestinian Authority has been stolen by Palestinian officials. This was a major reason for the decline of popularity of the Palestinian Authority, and the rise in popularity of Palestinian terrorist groups like Hamas.
