Cooperation negotiations between north and south came down to the usual level. The north is bankrupt and starving and has nothing to offer but promises not to do anything nasty. The north has now asked for immediate delivery of electrical power. This would require connecting the northern and southern power nets. The north wants two million kilowatts right away, but the south offered to deliver in stages, starting with about half a million kilowatts. In return, the north will make it easier for families separated by the 1950-53 war to reunite and continue to talk about arms reduction. The rail line between north and south continues to be worked on.
