North Korea openly admitted that it had nuclear weapons, but had not tested them yet. The north also refused to rejoin the six nation talks, sponsored by China, that are meant to negotiate the abolition of North Korea's nuclear weapons program. The north continues to threaten South Korea with destruction if ill-defined aggression against the north was not halted. Reports of unrest in North Korea continue to increase. Government officials up there seem unable, or unwilling, to change their decades old policy of threatening outsiders, while tyrannizing North Koreans.
