The new peace agreement is off to a shaky start, as skirmishes between rebels and government are breaking out in several parts of the country. But there is little left to fight over. Some 14 years of fighting has left most of the nation's infrastructure destroyed and the people destitute. The rebels and government troops largely operate as bandits, foraging for food and whatever else they can scrounge. But there is so little left to take that the peace deal seemed the best option to avoid starvation. Now the problem will be to see if the peacekeepers can prevent rebels, soldiers and full time bandits from plundering the foreign aid (mainly food) that is beginning to move  throughout the country.
