Although only 7,000 have died in the seven years of Maoist rebel activity, some 4,400 of those deaths have occurred since November, 2001, when peace negotiations broke down, the rebels broke their truce and the army began operations against the rebels. The rebels also escalated their terror operations against civilians, in order to maintain control, or take control, of rural areas.
