Although a third round of peace talks is scheduled, the king is still facing hostile political parties because he won't allow the parliament to control the government. The king sees the politicians as corrupt and ineffective, as do the Maoist rebels. But the rebels have used five months of cease fire to try and establish their own government in rural areas where they are strong. The rebels have been demanding "revolutionary taxes" from anyone who appears to have money. Complaints from the extortion victims is bringing in the police and army and more gun fights with the rebels are occurring. While the disruptive rebels are a minority, it shows the lack of control the rebel leadership has over all its members.
