 In Chechnya, the pro-Russian Chechen administrator said the Russian army should leave as most of the troops were frequently drunk or on drugs and abusive to locals at the many checkpoints. Russian interior ministry troops and pro-Russian Chechens would take care of maintaining order. Public opinion in Russia is shifting in favor of negotiations with the rebels, with recent polls showing half the Russian population favoring this. The problem is, the rebels comprise several factions and it's difficult to sort out who should be talked to.
