Russia has abandoned (at least for now) plans to move to an all-volunteer professional military due to a lack of funds. Russian Deputy Defense Minister Colonel-General Igor Puzanov said recently that "There has been no proper combat training for 10 years, and this is the reason why aircraft crash, submarines sink, and APCs hit mines in Chechnya".--Stephen V Cole
