Russia says it cannot destroy it's 40,000 ton chemical weapons stockpile by 2007. Russia signed the International Chemical Weapons Convention in 1997, which obliged it to destroy it's chemical weapons by 1997. Russia says getting this done will require three billion dollars. The US has pledged to pay for 30 percent of that amount, but Russia had had problems raising the rest of the money. However, the Russians say they can get the job done by 2012.
