In Chechnya, a remote controlled rebel mine detonated under a civilian vehicle, killing 18 civilians. 

A bomb went off in Grozny, Chechnya's largest city, market place, killing 11 civilians. 

In Georgia, US intelligence agents have joined police operations in the Pankisi Gorge. The American training program for Georgian troops is not going well, with fewer soldiers than expected signing up for the instruction.

Russia has 45 nuclear subs in its Northern Fleet that are waiting to be scrapped. Only three of the retired subs have had their nuclear fuel removed and the Russians say it will cost $3.8 billion to get the radioactive stuff out of the other 43 subs. It is feared that some of these subs will begin to leak radioactive material.
