The Chechen government intends to tighten security over government buildings. Government offices are currently operating in temporary facilities located near the building wrecked in the recent terrorist bombing. The government could have moved to Gudermes, but the administration decided to stay in Grozny. Russia's law enforcement agencies know who engineered the terrorist attack, but aren't going to say until they've determined who every member of the group is and have hunted them all down. - Adam Geibel

The navy is going to scrap at least 20 percent of it's existing ships, because the government said there would not be any future increase in the naval budget. For the last 12 years, the navy budget has been too small to maintain all the ships Russia inherited from the Soviet Union.
