After initially saying that new spacecraft to support the International Space Station (ISS) could not be built without a quick infusion of American cash, Russia has announced it would built the spacecraft no matter what. With the American Space Shuttle program shut down temporarily, it's up to the Russians to supply the ISS and relieve the crews.
