In a major exercise of the strategic missile forces, most of the missiles used failed to perform successfully. Two missiles failed after launch and a third failed to launch at all. This was embarrassing, but not unexpected. Russia has had its strategic missile forces on a minimal budget for most of the 1990s. Few new missiles were manufactured and maintenance was minimal. As a result, most of Russias ICBMs are old and unreliable.
