Russia continues to threaten unilateral attacks on countries that harbor Chechen terrorist camps. The only country that fits that description in Georgia, which shares a border with Chechnya. Georgia knows there are Chechen terrorist camps in their north, and has been unable to muster sufficient military force to force the Chechens out. The Georgians have never given the Russians permission to clear out the Chechens for them. That may be changing.
