The government is considering lifting martial law, and replacing it with something less restrictive. Negotiations with religious and local leaders in the south revealed long-standing resentment by Moslems, and increasing acceptance of Islamic terrorism by young men. Sixty percent of the five million people in the southern provinces are Moslem, and the government fears that the violence will escalate, and spread to other parts of the country.
