The Pentagon is conducting a highly classified study of the vulnerability of the US to terrorist attacks using nuclear weapons. Critics of the National Missile Defense program claim that an attack by a small number of intercontinental ballistic missiles fired by Iran, North Korea, India, Iraq, or China is unlikely, as the US would conduct a massive retaliation. They feel it is more likely that an enemy nation would use a nuclear terrorist attack, either a bomb carried by a truck, or a missile launched from a ship, or some other means of delivery that would leave the US
