Upping border security is costing time and money, and the government is looking for ways to concentrate its effort on the most likely threats. One way they are doing this is to identify people who routinely cross the US-Canadian border, and (if they pass a rigorous security check) issue them special photo ID cards that allow them to bypass security. While this is hailed as a great step in efficiency, it is an open question whether a terrorist group could steal such identification and impersonate a supposedly secure businessman.--Stephen V Cole
