Major General (two-star) Roger C Schulz (director of the Army National Guard) and Major General Thomas J Plewes (head of the Army Reserve) will be promoted to Lieutenant General (three stars) under a law passed by Congress last year which allows the heads of the reserve organizations (which have held two star rank for decades) to be upgraded to three-star billets.--Stephen V Cole
