 Europeans are telling Afghans that there is no enthusiasm for sending more troops to act as peace keepers. The Afghans are being told to take care of their own security, with NATO nations providing trainers and equipment. This might not happen quickly enough to prevent more fighting between warlords. But more peacekeepers might not do it either. 

Some 1.6 million Afghans have returned to their country in the last six months, the largest movement of refugees in 30 years (since 9.8 Bengalis returned home to Bangladesh after fleeing the war between India and Pakistan.)
