So far this year, rebel activity has left at least 2,000 dead. Although some 6,000 rebels accepted the government amnesty before the offer expired in January, 2000, many more fight on. Most rebel activity consists of terrorizing civilians. Overnight, rebels killed seven civilians in the port of Oran.
