Over the Summer, two teams of American Special Forces have been training with the Krygyzstan armed forces. Radical Islamic groups have been trying to get a guerilla movement going in Central Asia and Russia and America have both expressed interest in seeing that this does not happen. The situation is complicated by the emergence of "democratic dictators," communist era politicians who used their skills and political connections to get elected as president for life. Business has then proceeded in the same corrupt fashion seen at the end of the communist era. This means declining standards of living and fewer civil liberties. This creates more unrest, which the Islamic radicals are exploiting.
