Peru has been training 300 Colombians in anti-terrorist tactics. Peru's ability to defeat the local Shining Path insurgency has given Peruvians anti-terrorist specialists great stature. Although Americans provided some technical assistance to the Peruvians, it was Peruvian manpower and techniques that brought down the Shining Path.
