The government publicized the payment of thousands of dollars to people who had provided information on rebel activity. The informants identities were not revealed, but the attention given to the program was expected to encourage more people to provide information. More people are willing to risk retribution to inform not so much because of the money, but because of disgust with the never ending violence.
