 The UN has not got enough peacekeepers to deal with the hundreds of political and (mostly) criminal gangs that control every corner of Haiti. The peacekeepers have become more active going after gangs that have attacked relief workers, government employees or peacekeepers. This has resulted in several large raids, gun battles and the killing, or capture, of some gang leaders. But this has not changed the control the gangs have over day-to-day Haiti.
