India is withdrawing several thousand border troops from residential areas of Kashmir. The border troops have frequently been accused of brutal behavior against civilians when going after rebels. The border troops are not trained for anti-terrorist work.

Indian and Pakistani artillery exchanged fire along the Line of Control, leaving a Pakistani civilian and Indian soldier dead.
