  The new Indian government's effort to negotiate with Maoist rebels is not working. The rebels are using the truce to come out of the bush and more aggressively push their radical agenda. This includes killing, and generally intimidating, police. The rebels are now in the towns, putting up posters proclaiming; Armed guerilla war to defeat state-sponsored terrorism!, and Unite against globalization and privatization!  The rebels have some popularity in poor, rural areas. But in the past, the rebel's popularity declined once the results of their revolutionary actions became obvious.
