As many suspected, Palestinian leader Yasser Arafat is not willing to yield significant power to his new prime minister, Mahmoud Abbas. Arafat insists that men loyal to him take key government positions. Abbas insists, correctly, that it is within his power to decide who gets these jobs. Particularly contentious is Abbas desire to appoint a new head of security who is willing to take on Palestinian terrorist organizations.
