Israel's threat to make all out war on Hamas has apparently had some effect on the Hamas leadership. The Israeli attacks on Hamas leaders has had an effect, as more and more senior Hamas leaders were getting killed. Similar attacks on smaller terrorist organizations has had the same effect.
