For the fifth time in the last three days, North Korean cargo ships have steamed into South Korean waters. The north is ignoring warning from the south that future intrusions will be met with force. The north is creating another incident that, as in the past, will be the prelude for additional demands for aid. It's an odd form of extortion, but it has worked so far.
