Cash contributions to North Korea, from Koreans living in Japan, continue to decline. Reported transfers in 2004 were $25.2, some 35 percent less than in 2003. The amounts have been declining each year since 2000. The increasingly ugly reputation of the North Korean, plus more Japanese scrutiny on contributors, has led to the decline. There are illegal cash movements as well, but these are difficult to arrange, because it is so hard for anyone to get into North Korea.
