The government has banned political rallies, citing the danger of rebel activity against such gatherings. More likely, the government is fearful of popular protests against the depredations of what passes for a Liberian army. Most of the troops have little training and discipline is slack (the officers are selected more of political reliability than for military skills.) The troops tend to loot and rape whenever they have the chance, causing much resentment and anger among civilians.
