A UN report asserts that the government has spent nearly all it's income (that wasn't embezzled) on military operations. Defying the UN arms embargo, and restrictions on the international movement of government leaders and their families, the country has descended into anarchy. The LURD rebels, raised from tribes that oppose the tribes supporting the government, get their weapons from outlaws and gun runners in neighboring Guinea, Sierra Leone and Ivory Coast.  Despite the failure of the embargo, the UN wants to extend it for another year and try to find ways to better enforce it. No one is interested in sending any more peacekeepers to Liberia.
