  For the first time in history, a war crimes tribunal has indicted a head of state still in power. Charles Taylor was indicted for war crimes for supporting the civil war in Sierra Leone. Taylor promptly flew back to Liberia. The indictment caused panic back in Liberia, as Taylors supporters feared revenge attacks by the rebels if Taylor falls and the government falls apart.
