The rebels insist that the government agreed in early May, to restrict troops to within five kilometers of their barracks. The government denies this. In addition, there are factions within the rebel organization that don't agree with the ceasefire and negotiation strategy. The rebels accuse the army of trying to derail the peace talks by sending patrols into areas the rebels consider under their control.  Further complicating the situation is the dispute between the king, who dissolved parliament and undertook the peace talks. Not all of the political parties support the king or his peace strategy.
