 The introduction of Sharia law in the north, and the application of punishments (amputating the hands of thieves) had caused many criminals to form gangs and move to the border areas of Niger and Chad. As gangs, they are better able to fight off police attacks. The gangs can also engage in raids on larger communities, as well as stealing cattle and other livestock. Nigeria and Niger have agreed to send more police and troops to the border area to seek out and destroy the bandit gangs.
