  Ganiyu Adams, leader of OPC, has been "wanted" by the police for 20 months. But Adams moves about Yoruba areas freely, guarded only by stick wielding bodyguards. OPC vigilantes are increasingly used to go after criminals in their neighborhoods, and local politicians are wary about coming out against Adams or the OPC. In effect, we are seeing the formation of ethnic warlord armies. If the many arms dealers in east Africa decide to move west, cheap AK-47s could turn vigilantes into armies.
