Banditry is becoming a major problem, with gangs of bandits regularly attacking cars and buses on the main roads linking towns and cities. And the heavily armed bandits are often brutal, with one gang killing 20 passengers on a bus, then robbing the bodies. Police have been ineffective against the highway bandits, and the vigilante groups lack the mobility and organization to patrol the country roads.
