The foreign oil companies are finding that they cannot depend on the Nigerian government (federal, state or local) and are increasingly depending on private security forces and hired diplomats (to deal with local groups.) While the federal government tries to assert it's authority in the oil producing delta region, these efforts are increasingly unsuccessful.
