Russia has been moving military units formerly stationed in Georgia, to neighboring Armenia. Georgia has refused to allow the Russian troops to stay. Moving them to Armenia is risky, as Russia is trying to build closer ties with Armenia's neighbor Azerbaijan. Armenia and Azerbaijan are still technically at war over some disputed Azeri territory (that has a majority Armenian population.)
